Working Bodies of the Municipal Assembly of Laktaši
Standing and occasional commissions, committees and councils, as working bodies of the Assembly, shall be established for the consideration of matters within the competence of the Assembly, proposing and reviewing the acts, as well as for the study and consideration of other issues. The working bodies have a president, a deputy president and a number of members. The president of the working body organizes the work of the working body, proposes the agenda and presides over the sessions. For members of individual working bodies, in addition to members of the council, scientific and professional workers may be elected from the field that is within the competence of the working body. The working body is obliged, when determined by the Rules of Procedure of the Municipal Assembly of Laktaši, to consider each issue from its scope that is on the agenda of the session and submit it to the Assembly’s report, and the issue from its scope may also be considered on the basis of its own initiative and, if necessary, submit to the Assembly a report. The working bodies cooperate with each other on matters of common interest and may hold joint sessions.

Commission for Election and Appointment
– determines the proposal for the appointment, appointment and dismissal of officials elected or appointed by the Assembly,

– cooperate with the respective political parties, bodies, organizations and institutions in resolving personnel policy within its competence; and
– also considers other issues that are determined by law and the Rules of Procedure of the Municipal Assembly.

Commission for Budget and Finance
– monitors the drafting and considers the draft and proposal of the municipal budget and reports on the execution of the municipal budget and is obliged to submit its opinion on the budget proposal and the budget execution report,
– considers other financial documents issued by the Assembly and gives them their opinion,
– monitors the realization income and expenditures of the Municipality, implementation of the established policy, implementation of laws, other regulations and acts of the Assembly in this area,
– considers the use of budget funds from budget users,
– proposes to the Parliament the adoption of measures for more rational and efficient use of budgetary funds, and for the realization of the established policy in the area of revenue and expenditures of the Municipality,
– performs other activities in this area in accordance with the decisions and conclusions of the Assembly.

Commission for Economy and Development
– considers the current issues, monitors and analyzes the situation and issues in the field of economy and strategic development of the municipality,
– considers the organization and operation of other forms of organizing public services established by law in the field of economy, the founder of the Municipality, and proposes measures for their more efficient functioning,
– reviews the reports , proposals of plans and programs in the field of agriculture, livestock and forestry, and delivers an opinion to the Assembly on these proposals,
– reviews reports, proposals of plans and programs in the field of private entrepreneurship, with the aim of improving and developing small and medium enterprises and other forms of private entrepreneurship, and delivering an opinion The Assembly on these proposals,
– considers projects in the field of economy, defined in the Development Strategy and monitors their implementation, and proposes measures and activities that stimulate the economic development of the Municipality,
– performs other tasks in this area in accordance with the decisions and conclusions of the Assembly.

Commission for Regulations and Applications
– consider the draft and the proposal of the Statute and the Rules of Procedure, drafts and proposals of decisions and other acts adopted by the Assembly regarding their compliance with the Constitution, law and the Statute,
– consider proposals for giving authentic interpretations of decisions and other acts of the Assembly, and determines the proposal of authentic interpretation,
– reviews general acts of other bodies and organizations that confirm or are approved by the Assembly, and gives opinion and proposals to the Assembly,
– defines the consolidated texts of decisions and other general acts,
– considers the initiatives for adoption of general acts of the Assembly,
– examines complaints and complaints refer to the rights and duties of the Municipality, which citizens or legal entities submit to the Assembly and inform the applicant thereof,
– examine, through the competent services of the Municipal Administration, the merits of complaints and complaints, propose to the competent services, take appropriate measures, inform the applicants and complaints thereof,

Commission for awards and recognitions
– proposes to the Assembly decision-making on the establishment of awards and recognitions of the Municipality that are awarded for works and works that deserve general recognition and emphasis,

– is concerned with the artistic or other artistic the decision of the award represents the historical and cultural values of the Municipality,

Commission for Cooperation with Religious Communities
– monitors the implementation of laws and other regulations pertaining to religious communities and gives opinions and suggestions to the Assembly and other bodies in the municipality on certain issues from the relation of local self-government bodies and religious communities,
– works to achieve cooperation with religious communities operating in the area of the municipality,
– examines issues and information on religious tolerance and intolerance, and submits a report to the Assembly,
– advocates the exercise of religious and national tolerance in the territory of the municipality,
– performs other tasks in this area, in accordance with the decisions and conclusions of the Assembly.

Commission for Veterans’ and Disability Protection
– monitors and analyzes the situation and problems in the protection of combatants and war invalids, care and assistance to the families of killed and missing fighters, and proposes to the Assembly a measure for their resolution,
– cooperates with municipal organizations, veterans’ associations, war invalids and families of the dead and missing ,
– performs other tasks which, according to the legal and other regulations related to veterans’ protection, are placed under the competence of the Municipality.

Youth Commission
– proposes to the Parliament a midterm and short-term plan for youth policy for the area of the municipality,
– considers the proposal and gives an opinion on the organization of youth events of interest to the municipality,
– monitor the state of affairs and phenomena in the life and work of young people and proposes to the Assembly programs and measures for the work of municipal bodies and services in this area,
– works on the suppression of juvenile delinquency, narcotics and other toxicology, initiates the launching of projects and the implementation of preventive activities among young people,
– proposes programs of creative engagement and training of young people in the field of culture, sports and other activities,
– cooperate with domestic and international organizations and institutions dealing with youth issues, regardless of whether these organizations operate on a professional or voluntary basis;
– performs other tasks in this field on the basis of the acts of the Assembly.

Committee for Gender Equality
– monitors the implementation of the principles of gender equality in governance and decision-making,
– considers drafts and proposals for decisions made by the Assembly from the aspect of gender equality,
– initiates programs and plans for improvement of full representation in the authorities at all levels in competent bodies and institutions,
– through mediation the media influences the development of citizens ‘awareness of gender equality,
– through the competent authorities it affects the elimination and prevention of all forms of violence in the public sphere of life, as well as on the prevention of direct and indirect discrimination based on gender,
– it cooperates with citizens’ associations in this field and “Gender Center of Republika Srpska” (Center for Gender Equality and Equality of Republic of Srpska),
– performs other sexes in this area in accordance with the law and acts of the Municipality.

Local Community Commission
– consider the initiative for establishing, abolishing and joining local communities and assessing their justifiability;
– considering the proposal for a decision on the establishment of a local community, or a proposal for a decision on non-acceptance of the initiative for the establishment of a local community,
– analyzes the work of the local community bodies and proposes measures to improve their work,
– proposes measures encouraging mutual cooperation, linking and pooling funds of local communities in resolving issues of common interest;
– considering proposals, remarks and initiatives addressed to municipal bodies in relation to the work of local communities; and reports to the Assembly;
– informs the Assembly about the participation of councilors in the work of the local community in which the councilor has his / her place of residence,
– supervises the work of councils of local communities, and examines reports and information on the work of councils, points to problems and ways of resolving certain issues that arise in the work of councils, submits reports and proposes to the Assembly to take appropriate measures in accordance with the law, the Statute and the Rules of Procedure,
– performs other tasks in this area according to decisions and conclusions of the Assembly.

Committee for the implementation of the Code of Ethics of the Assembly
– monitors and analyzes the implementation of the Code of Conduct of the Members of the Assembly of the Municipality of Laktaši (hereinafter: the Code);
– monitors the work of Assembly members and points to the occurrence of violations of the Code;
– examines reports from councilors and citizens about the violation of the Code and conducts proceedings based on these applications;
– proposes to the Assembly measures for councilors, which are found to have violated the Code,
– informs the public about their work,
– proposes amendments to the Code,
– performs other tasks in accordance with the Code and the acts of the Assembly.

Committee for Regional and International Cooperation
– working on the development of economic, scientific, cultural and other cooperation of the Municipality with other municipalities and cities in the Republic of Serbian, the Federation of Bosnia and Herzegovina and abroad, and establish cooperation with the relevant authorities,
– coordinate the work of all municipal institutions in achieving international and regional cooperation,
– reviews the reports of the municipality’s authorities on the achieved cooperation with other municipalities and cities in the Republic of Srpska, the Federation of Bosnia and Herzegovina and abroad,
– gives opinion to the Assembly on the conclusion of the contract on economic and other forms of cooperation,
– performs other tasks in developing regional and international cooperation.

Health Committee
– reviews reports, information and programs in the field of health care of the population in the municipality;
– monitors the health status of the population in the municipality; and proposes to the Assembly to take measures for their improvement;
– monitor the situation in the field of primary health care and the provision of health services;
– consider the organization and functioning health institutions founded by the Municipalities and proposes measures for their more efficient functioning,
– gives opinion to the Assembly on health projects financed from the municipal budget,
– examines other issues and performs activities in the field of health care of the population, in accordance with the law and other regulations and acts of the Assembly.

– giving opinion of the Assembly on providing the conditions for the stay of children in pre-school and other issues in the field of pre-school and primary education within the jurisdiction of the Municipality,
– review the proposals and provide opinions to the Assembly on organizing and holding cultural events of interest to the municipality,
– gives proposals and opinions to the Assembly regarding the financing of events and institutions in the field of education and culture from the budget of the Municipality,
– considers the annual calendar of cultural events in the municipality that are financed from the municipal budget and the municipal assembly gives opinion on the proposal,
– conducts activities and selects the most prominent collectives and individuals in the field of culture and awards annual awards,
